The recently published AI Action Plan is the start of an American technological renaissance, and Puerto Rico is ready to play the part.
This month, the White House didn’t just release another policy document. It fired the starting gun for an American technological renaissance. The new “America’s AI Action Plan,” published in July 2025 by the Office of Science and Technology Policy, is a clear and decisive strategy to ensure the United States wins the global race in artificial intelligence.
As the president of a Puerto Rico-based AI firm, I see this as more than just a federal initiative. It is a call to action that provides the framework for our nation to lead not just in power, but in principle. It’s a plan that recognizes that the future of AI will be written by those who innovate fastest and most effectively. More importantly, it creates a powerful tailwind for tech hubs like ours to contribute meaningfully to this national mission.
The plan’s central argument is built on a simple but powerful premise: to secure our future, we must lead it. For business and technology leaders, the most critical component is its first pillar, "Accelerate AI Innovation." This isn't about abstract goals; it’s a concrete blueprint for unleashing the private sector. It calls for systematically removing the bureaucratic red tape that smothers early-stage development, allowing innovators to move at the speed of inspiration.
Crucially, this is a "worker-first" agenda. The plan wisely avoids the tired narrative of "robots taking jobs." Instead, it focuses on empowering the American workforce with the skills needed for the high-paying, high-tech jobs AI will create. By prioritizing AI literacy in everything from technical education to apprenticeships, the strategy aims to complement human ingenuity, not replace it. This vision of a future where technology amplifies human potential is one we should all champion.
But why is this so important? The plan articulates two layers of reasoning. The first is a matter of national security and economic destiny. The country that dominates AI will set the global standards, reap the economic rewards, and hold a decisive strategic advantage. This is a race we cannot afford to lose.
The second reason is closer to the mission of my own company, Honra. We believe that American leadership is the world’s best guarantee that AI will be developed safely, securely, and transparently. When innovation is driven by a culture that values free expression, objective truth, and security, the result is a technology ecosystem we can trust. The goal isn’t just to be the first to the finish line; it’s to set the gold standard for how the race is run.
This is where the plan’s national vision becomes a local opportunity. While its scope is the entire United States, its impact will be felt profoundly here in Puerto Rico. Our island has a vibrant, ambitious, and rapidly growing technology community. We have the talent, the drive, and the bilingual, bicultural advantage to become a critical hub in America’s AI ecosystem.
When the federal government signals a massive push to enable AI adoption, support next-generation manufacturing, and invest in an AI-ready workforce, it sends a clear message to the private sector. It says: we need partners. We need skilled engineers, creative problem-solvers, and dynamic companies to help build this future. Puerto Rico is ready to be that partner. This plan gives our local businesses and world-class university graduates a direct on-ramp to participate in one of the most significant economic transformations of our lifetime.
The America's AI Action Plan is the roadmap we have been waiting for. It is visionary in its ambition but practical in its approach. It balances the urgent need for innovation with an unwavering commitment to American workers and values. It is a declaration that our nation intends to lead the AI revolution with confidence and integrity.
For leaders in business, technology, and government, the message is clear: the time for waiting is over. The path forward has been charted. It is now up to us to seize the opportunity, to build, and to innovate. Here in Puerto Rico, we are ready to do our part.
